Biography

Kathleen J. Boyer graduated from the University of Virginia School of Law and was admitted to the Pennsylvania bar in 1985. She was a law clerk for the Honorable Elizabeth Ehrlich, Berks County Court of Common Pleas, and then worked as a public defender in Chester County for 34 years. She is also admitted to the bar of the U.S. District Court, Eastern District of Pennsylvania and the United States Supreme Court.

She started her own law practice in 2021. She earned her B.A. degree, summa cum laude, from West Chester State College (now University) in 1982. Kathleen grew up in Spring Township and attended Wilson High School.

She serves on the Board of Directors of Student Services Inc., at West Chester University. She is a volunteer with the Chester County Medical Reserve Corps and Gateway Horseworks.

Longtime public defender in Chester County trades in county office for solo practice

– In days gone by, one might walk down the streets of West Chester and see signs hanging above storefronts proclaiming the offices of an “Attorney and Counselor-At-Law.”

That is one way that Kathleen J. Boyer sees her professional services: Not just as someone who knows the law, but someone who can assist clients in other, more personal, ways.

“You aren’t always there just to fight the (prosecution) over some criminal charge,” said the long-time defense attorney, who recently set up her own solo practice after more than three decades in the Chester County Public Defender’s Office. “Often, people have other problems that they need help with.

“You have to be a practical problem solver,” Boyer said, using skills and experience to untangle personal lives that might include addiction, domestic situations, mental health issues and the webs those afflictions weave.

In today’s legal climate, she said, “you counsel people as well as give them legal advice.” Just like in the olden days, she smiled.

How I Charge For My Services

Your first phone consultation is free. A one-hour consultation to see if I can help you is $75.00 (applied to my fee if you decide to retain me).

All fee agreements are in writing. In criminal cases, my fee is a flat fee, payable in advance, and based on the severity of the charge and the complexity of your potential defense or appeal. If your case requires pre-trial motions or trial, an additional daily fee is required, payable in advance. The fee does not include expenses such as expert witness fees, transcript costs, or investigator fees.

Certain cases, like personal injury, may be handled on a contingent fee basis ( no fee is charged unless you get a monetary award). Family law matters are never handled on a contingent fee basis; those cases require a retainer, based on the complexity of the matter, and are billed at $275.00 per hour.

For basic estate planning (preparing a will, power of attorney and advance care directive (“living will”), I charge $150.00 for a single person and $300.00 for a couple.

If my expertise does not fit your needs, I will refer you to another lawyer who I believe is qualified to help you.
